How about using parachutes?

PINELLAS PARK - Before Pinellas Park Council members voted Thursday on a proposal to allow the Radisson Hotel to add more hotel rooms without increasing parking, Mayor Bill Mischler decided someone should respond to Randy Heine's accusations that there is not enough parking for hotel guests. How, he asked, do most of the guests get to the hotel?

Pinellas Park council member Sandy Bradbury quipped: "It's by hot air balloon."

In reality, a graphic produced by city staff say the lion's share come via hotel shuttle from local airports. Other options, the graphic showed: A blimp. An Army tank. A bicycle. But no, no evidence those alternative transports were being used.
