Witness to local history - council member Dan Hester's dog
SEMINOLE -- Council member Dan Hester, the mastermind behind this city's anti-tethering ordinance for dogs, brought a very special guest to witness Tuesday's historic vote -- his dog, Sabrina.
Sabrina, 12, is a mixed-breed shelter dog who spent the first part of her life tied up virtually 24/7 with no human contact. Hester said she's never been able to completely socialize because of that early abuse.
Seminole's ordinance, the first in Pinellas County, bans the tethering of any canine unless 13 conditions are met. The prime requirement for tethering - the owner or other responsible party has to be present while the animal is tied.
Not satisfied with being the first, the Seminole council also agreed to send a resolution to the Pinellas County Commission and the other 23 cities urging them to also adopt anti-tethering ordinances.
