TAMPA -- In Tampa City Council District 7, both Charlie Perkins and Lisa Montelione have asked for incumbent Joseph Caetano's support. He said he plans to interview both candidates but is not sure yet whether he will endorse either. Besides, he's still smarting over his election night loss, when he received 19 percent of the vote and Perkins and Montelione each topped 30 percent. "The best candidate is not there," Caetano said. "Somebody that knows the system inside out, upside down."
