Jack Latvala lays down the law on Pinellas EMS study



State Sen. Jack Latvala, R-Clearwater, has warned Pinellas commissioners that they ignore the wishes of the county Legislative Delegation at their own risk.

Latvala's warning came Monday in a letter to each commissioner about a scheduled vote to hire a consultant to study proposals about the future of Pinellas' emergency medical services system.

A committee set up by Latvala and the Legislative Delegation has recommended hiring a consultant to study the current system, a proposal made by County Administrator Bob LaSala and a fire transport plan developed by firefighters Scott Sanford and Jim Millican. But LaSala is recommending the commission forget about fire transport and study only his plan, which was developed by consultant Integral Performance Solutions.

Latvala reminded Pinellas commissioners that's not what the delegation intended:

"On November 30, 2011, the Pinellas County Legislative Delegation issued a recommendation regarding EMS Transport in Pinellas County. Because of the significant differences between the county and cities over EMS service delivery, the Delegation placed a priority on the cities and county working together to further analyze the current service delivery model, as well as the two which were under scrutiny at the time, the IPS and the Sanford-Millican plans.

"This issue continues to be a priority of the delegation, and I was under the impression that the work of the EMS-Fire Transport Committee was proceeding consistent with the November position.
"I understand the Board will consider a recommendation from the County Administrator on July 24 th, which could lead the Board to a study which is not consistent with either the wishes of the Delegation or the work of the Committee.
"I want to make it clear that the Delegation’s position has not changed and that I personally expect you to honor your commitment to support a comprehensive review of the current system, the IPS model and the Sandford-Millican proposal. Failing a unified effort of the cities and county, the Delegation will be forced to look at options it deems necessary.
