Pat Bean axing No. 2 deputy

Hill is no household name, having kept a low public profile since he was hired from San Bernardino, Calif., four years ago. But his pending ouster serves a few purposes for Bean.
Hill has been Bean’s hatchet man, overseeing layoffs and internal investigations of workplace wrongdoing. As such, he’s not too popular among rank and file employees. Many of them will cheer his departure and, ahem, pat Bean for it.
He’s also a sacrificial lamb to commissioners, who have been seeking blood for problems in the county’s Affordable Housing Office. The agency lost $2-million in federal grant money last year by missing a deadline, amid other woes.
The housing boss had reported to Hill before Bean took that responsibility away recently.
Finally, shedding her deputy lets her say to the public that she’s personally bearing the burden of granting property owners tax relief. Crafty all around.
