CLEARWATER -- A plan to limit where and when solicitors can seek petitions and other activities at two Pinellas County offices snagged over concerns Tuesday about First Amendment rights

County Administrator Bob LaSala and staff sought to add the North County Service Center, 29582 U. S. Highway 19 North in Clearwater, and the South County Service Center at 1800 66th Street North in St. Petersburg to three other court locations where people faced rules approved in 2007 for politicking and soliciting. Activities are limited to the buildings' hours and certain places to make sure people can enter buildings and use services, LaSala said.

But commissioners, led by Nancy Bostock, tabled the proposal after raising questions the staff couldn't answer, such as how the areas would be designated. The rules would affect the buildings and areas nearby but not sidewalks.

"Isn't our campus kind of like a town square?" Brickfield asked.

The board will discuss the issue at a future workshop.
