West Pasco businessman Barry C. Horvath is seeking the Pasco County Commission seat held by Kathryn Starkey and he has the distinction of being the first Democrat to file for local office in the 2016 elections.
A dozen other candidates already have filed for county commission or constitutional offices – 11 Republicans and one with no-party affiliation.
