Safety Harbor hires contract specialist



Safety Harbor has hired contract specialist Damaris Cordova to help the city write, bid out and enforce its contracts.

Cordova has more than a decade of managerial experience, including about six years administering contracts for the Hillsborough Transit Authority in Tampa. Her salary is $55,000 per year.

Safety Harbor, like virtually all cities, hires contractors for services and projects --such as construction --it's not equipped to do in-house.

Cordova's new role is to prepare the contracts, approve payments, act as a liason between contractors and city staff, and ensure contract compliance. 

Before Cordova began on Monday, contracts were handled by employees in various departments rather than a contract specialist.

The new position is significant because state and local governments often grapple with how to write and enforce their contracts, which can absorb a big chunk of government budgets and be long and complicated. The move by Safety Harbor could ensure the city gets the best bang for its buck.

"This is an opportunity to make sure all the departments are doing what they're supposed to do and that (each contract) is bid out properly," said City Manager Matt Spoor.
