General manager Bruce Allen claims the Bucs never made the Green Bay Packers an offer for quarterback Brett Favre.

Certainly, it can be debated what constitutes 'an offer.' Is it something that's documented and faxed or a verbal discussion of parameters?

But Allen's two attempts at clarifying the situation has not stopped reports to the contrary.   

The Milwaukee Journal Sentinel source said the Bucs' offer consisted of Chris Simms, one of four quarterbacks on their roster, and a fourth-round draft choice in 2010 that would be awarded only if Favre also played in 2009.

According to ESPN, the Packers told the Bucs they would accept a third-round pick that could upgrade to a second rounder, plus quarterback Brian Griese. Allen has denied that Griese's name was discussed with Green Bay.

Fortunately, this episode is over. But somebody in the Packers organization must still be suggesting - off the record - that the Bucs talked compensation.
