Tackle Donald Penn arrived on a red-eye flight from Los Angeles this morning and has agreed to the parameters of a contract with the Bucs that will pay him $7-million per season.

The Bucs hope the deal will be completed in time for Penn to participate in the first of two training camp workouts this morning.

Penn, 27, had refused to sign the 1-year, $3.168-million tender as a restricted free agent and saw the Bucs lower that offer by $100,000. 

It's believed the deal is similar to the 6-year, $43-million contract signed by Tennessee Pro Bowl tackle Michael  Roos. That would place Penn among the top 10 highest-paid tackles in the NFL.

Agent Rocky Arseneaux said Saturday that he contacted general manager Mark Dominik last week to make a final attempt at reaching a contract extension for Penn.

Arseneaux said he did not even tell Penn about the negotiation for several days because the team had come so close to reaching an agreement with their left tackle each of the past two seasons.

"We've agreed on the parameters of a contract, but there's still some language we need to work on and we're going into see Mark this morning,'' said Arseneaux, who was headed to Tampa International Aiport to pick up Penn.

"It was a tough decision. Do we roll the dice and play one year and become a free agent? I still think Donald is a $10-million (per year)

tackle. He didn't have the Pro Bowl. But there's always the risk of injury and this seems like the right thing if we can get it done.''

Dominik also is working to sign first-round pick Gerald McCoy. The Oklahoma defensive tackle traveled to Tampa Friday and his deal could be completed some time later today. But it's unlikely McCoy will be signed in time for this morning's workout.
