House education governance proposal includes new state college tier

The House's version of a proposed education governance overhaul includes the addition of a state college board to oversee two- and four-year institutions that grant only four-year degrees, not graduate degrees.

The system would be overseen by a Florida College Board, six citizens appointed by the governor. The Board of Governors would remain, but would be reduced from 14 governor-appointed members to six. The Senate proposes the BOG have five members appointed by the governor.

The Senate version of the proposed constitutional amendment does not include the state college system, an idea being pushed by House Speaker designate Ray Sansom.
