START AT THE TOP: Pasco School Board members say the district administration, with one of the lowest costs per student in Florida, might need to get a little leaner as they look for ways to cut the budget. LAST GRADUATION: This year's preschoolers in East Bay High's early childhood learning class celebrated the program's final commencement, as the course gets cut in Hillsborough's budget reductions.
