Florida charter school funding bill worries bond rating agency

A bill that would force Florida school districts to share a portion of their property tax revenue for capital projects has prompted Fitch Ratings to issue a warning that such a measure could harm districts' finances.

"If districts are forced to divert this millage to charter schools, we expect some to struggle to find revenue in other parts of their budgets. Most Florida school budgets were narrowed by tax base losses due to the reduction in residential real estate prices across the state in addition to cuts in per-student state funding. And in the last few years, the state legislature has shifted 0.5 mill of the 2.0 mill capital outlay levy to operations. ... Read more

Charter schools funding measure fails in House committee

An effort to have Florida school districts share their tax revenues for capital improvements with charter schools failed Tuesday in the House Pre-K-12 Appropriations committee.

The vote on the amendment to the bill, which had a similar measure stripped out in the K-20 Innovation subcommittee, failed on a 7-7 tie.  The Senate version still keeps the idea in place.

A coalition of parents has been lobbying against the concept of giving tax money to privately owned public schools. The effort might have made a difference in the House. As the two bills remain in play, though, there's still time for the language to return. Stay tuned.

Added charter school construction funding no sure thing

Charter school construction funding tops the agenda in today's Senate Pre-K-12 Education Committee.

The panel will consider a bill that would force Florida's school districts to share their property tax revenue for capital projects with charter schools. Even charter schools have their worries

To many, Florida looks like fertile grounds for charter school expansion. Lawmakers have been so friendly that a coalition of parent groups recently joined forces to protest one of the latest proposals, which they argue would take too much money away from the traditional public school system.

But even charter school operators have their concerns that the good times might not last.

Coalition of Florida parent groups oppose charter school funding proposal

As we reported back in December, Florida lawmakers have proposed several new ways to expand charter schools, including a bill that would force school districts to share their capital outlay tax revenue with charters.

A coalition of parent groups that recently came out against a "parent empowerment" bill moving through the Legislature today blasted the charter school effort.

"These are funds from the taxpayer/voter supported millage levy specifically meant to keep publicly-owned school facilities safe and modern.  Voters never intended to use this revenue to improve, maintain, rent, build, or buy facilities for private people," they said in a joint statement. ... Pasco School Board wants to get tough with charter schools

One thing stood out to Pasco County School Board members as they reviewed staff-generated annual reports on the county's charter schools: Several of the schools failed to submit required documents in a timely manner, or to meet all the obligations of their contracts with the school district.

"Do we have consequences that we are addressing?" board chairwoman Joanne Hurley asked the district staff.

Charter school supervisor Nancy Scowcroft said the district has sent numerous letters to the charter schools advising them of the problems. Some have responded, she said, while others did not.

Superintendent Heather Fiorentino added that she planned to improve the communications by personally sending warnings to the charter principals and their local board chairmen, to make clear the gravity of the problems. But she agreed that the School Board needed to set out clear rules for what the next steps should be if such failures to comply continue.

"We need to have that discussion," Hurley said in agreement. She asked the staff to schedule a workshop and make recommendations.

The cost of charter schools in Florida

We've seen the boom in Florida charter schools and their enrollment. But have you ever wondered exactly how much charter education actually costs?

The state Department of Education has released a new report, required by the Legislature, to detail the expense. The bottom line?

Florida this year has 178,892 students in 525 charter schools, or 6.72 percent of total public school enrollment. The FEFP allocation to charter schools is $1.029 billion.

From that allocation, $24.17 million (2.35 percent) was held aside for district-provided administrative services. The districts' expenditures for those services was $39.45 million. ... Read more

Don't knock charter schools, advocate says

There's been much said in state media about the negative side of Florida's charter schools -- reports of poor performance, money-making schemes, cozy relations between politicians and charter operators.

It's a misleading message, writes the Cheri Shannon, CEO of a new charter school alliance with connections to Jeb Bush's education foundation, several charter firms, and state and national school choice and voucher advocacy groups.

"Let’s not lose sight of the bigger picture. Charter schools are here because they are meeting the needs of students and parents. This fall marked the opening of 76 new charter schools across the state, a clear sign that parents are exercising their option to send their kids to the high-quality public school of their choice. This demand is further driven home by a recent Gallup/Phi Delta Kappa International Poll that found charter schools are garnering a 70 percent public approval rating.
