Florida's A-Plus plan has failed to provide the accountability that its proponents claimed, according to a new report issued today by Civic Concern, a non-partisan legislative watchdog, and USF education associate professor Sherman Dorn. Democrats quickly jumped on the report, lauding it as a "spin-free, unvarnished assessment" of the facts behind FCAT. (Click here to see the House Dems' press release.) Their alternative? St. Petersburg Rep. Bill Heller's bill to defang the test, using it solely as an diagnostic tool rather than as a measure for school grades. (The bill does other things too, such as providing more choice options with transportation.) "Our schools must focus on the progress of each individual student and stop fixating on one inaccurate, misused standardized test," Heller said in a written statement. Still no response from the other side.
