Pasco informs non-bargaining staff of furlough days



The issue remains under negotiation for teachers and school-related employees. But for Pasco County schools administrative and nonbargaining personnel, furloughs are about to begin as part of the district's effort to save $5.9 million.

The rest of the district's budget cuts are coming through layoffs. 

Superintendent Heather Fiorentino e-mailed all employees who don't fall under collective bargaining to inform them that all 12-month workers will have four unpaid days during fiscal 2011-12, and all 11-month employees will have three.

The administration has yet to determine which days will be set for furloughs. But the pay cuts will begin with the first checks of the fiscal year, to minimize the amount taken out of any single pay period.

Fiorentino wrote: 

"As you are probably aware, the Board approved furlough days as part of this budget cutting measures for the 2011-2012 fiscal year. The board anticipates saving $5.9 million through this measure. In order to reach this full amount, all 12 month employees will be required to take 4 furlough days during the 2011-2012 school year and the Board has agreed that all 11 month employees should take 3 furlough days. As  a reminder, a furlough day is a day that employees do not work and do not get paid.  The specific details regarding the implementation of the furlough days (i.e., which days will be taken as furlough) are still being negotiated with the Union.  However, as a courtesy to our NNB and Administrative employees, the Payroll Department will begin deducting a pro-rated amount from each NNB and administrators' paychecks in July.  This will be in addition to the 3% deduction that is required by the state of Florida as an FRS mandatory contribution.

"Our goal is to minimize the impact of the furlough days on our employees by spreading the deduction throughout the year.  All employees within bargaining units will have their pay deducted once negotiations for the furlough are finalized with the Union.  Should you have any questions or concerns, please do not hesitate to contact the Communications, Government Relations and Leadership Development Department."

USEP president Lynne Webb tells the Gradebook that she has not received enough financial information from the district to take a position on furloughs for workers represented by the bargaining unit. She expected to meet with Fiorentino on July 11 to get more details.
