Pasco School Board members raise concerns about proposed administrative cuts

Pasco superintendent Heather Fiorentino's proposal to eliminate two more administrative jobs has riled School Board members, who were expecting more.

"I think we have to do more," board member Alison Crumbley told the Gradebook. "We have to. We don't have a choice."

The district budget must be balanced, she said, and the board still hasn't found enough places to account for a projected $24.7 million shortfall. Not all of the reductions should come from the schools and their instructional staffs, Crumbley said, adding that a closer review of assistant principal jobs might be in order.

She has requested a complete district organizational chart with job descriptions to help inform her thoughts as she heads to Tuesday's board meeting, where the board is to vote on employee appointments.

Board member Steve Luikart questioned the recommendation to move Amelia Van Name Larson out of her role overseeing Response to Intervention strategies. While it's the superintendent's prerogative to move staff, he said, it defies reason to reassign someone doing a key job who is so well received.

Luikart said he also would ask about the future of the leadership development and communication director positions held by John Mann, who recently was recomended for promotion to assistant superintendent. He contended that the district has too many high-level officials in comparison to others of like size.

More than anything, though, Luikart said he was upset that the superintendent's budget proposals rely on things like eliminating jobs and implementing furloughs while not looking at ideas he has raised, such as savings on student transportation routing. "I'm loading my guns," Luikart said. "I'm getting tired of not being listened to."

Crumbley said she sensed growing frustration among all the board members over what she termed "bureaucratic coercion" -- where the staff tells the board it must act right away or face dire consequences.

"We're the ones ultimately responsible," Crumbley said. "We all kind of felt last time that the information was given to us at the last minute and we had to do something." She referred to the early June vote on teacher allocations, which the board nearly delayed until being told inaction would allow all staffers to apply for unemployment insurance over the summer.

"That's not how we want to manage our jobs," Crumbley said, predicting a heated debate at Tuesday's meeting.

As a point of reference, Fiorentino said in our recent story that the district had already cut 28 administrative jobs and that any more could cuts could hurt the administration's ability to do its job well. Some asked for a list of those cut and/or frozen positions. Here they are (along with the year each was cut):
