PCTA: Furloughs must be bargained

From a May 16 letter PCTA President Kim Black sent to Pinellas Superintendent Julie Janssen: Notwithstanding our objection to management's unilateral decision to institute furloughs of employees, the PCTA demands to enter into bargaining over the impact of such a decision, including but not limited to: The amount of furlough time, when the furlough time occurs, how furlough time will impact the paychecks of employees, the effect on the performance of employees' assigned duties, and any non-monetary compensation.
