Pinellas strategic plan takes shape



If you paid attention during former Pinellas County superintendent Julie Janssen's administration, you probably heard some school board members complain that the school district did not have a strategic plan in place.

This morning, thanks in part to a push by interim superintendent John Stewart, the school board is listening to admininstrators present a 15-objective strategic plan. It includes such items as establishing end of course assessments for every grade-level course by July 2016, increasing graduation rates for students in 2014, improving employee morale, and defining a clear process for distributing equitable resources to schools.

Many of the objectives appear rather non-specific, such as the one involving graduation rate. Board member Glenton Gilzean said he'd like to see that one include mention of student subgroups and specific goals for those subgroups. "This is very facade," he said. Stewart responded that the district administration does have specific goals in mind for that objective, but doesn't believe it's prudent to put such detail this particular document.

"Mr. Gilzean," he said, "putting specifics in something (like this) is almost guaranteed failure."

Stewart went on to say that every department has its own plan that "supports and plays off" the overarching district plan. He suggested it might be a good idea to bring those to the board as well.

Board members praised staff for their work. Linda Lerner said she's been waiting for such a document for more than 20 years. "Once this is adopted and we have a policy, it will be sustainable no matter who's on the school board, no matter who the superintendent is."
