Protect that program
The goal is noble: Help teens from families that generally can't afford college, or where the parents haven't gone to college. But the federal Education Department has cut about $120-million from the Upward Bound program, affecting about 100 schools including the University of South Florida. U.S. Rep. Kathy Castor, D-Tampa, is none too pleased. She has sent a letter to Education Secretary Margaret Spellings voicing her concerns, and is supporting the 2007 College Cost Reduction Act to put the money back into the system for the next three years.
