GOING UP: Gov. Charlie Crist allows the state's top universities to raise tuition, but not until 2008.

PRICEY BUILDINGS: A report criticizes Pinellas schools for poor planning in school construction projects that may be wasting taxpayer money. It advises the district to learn from Hillsborough, which consistently builds less expensive schools.
