Is clean zone being enforced?
It seems not, at least not very strictly.
Ticket scalpers, who were banned from the Trop property, are selling them there anyway. And private parking lots have people hawking with signs on the public right of way - another banned activity under the emergency ordinance the City Council pass last week.
A couple of guys were selling "Phillies Suck'' T-shirts out of black duffel bags on Central Avenue near Ferg's, apparently without the proper city permits.
So the civil disobedience the Uhurus planned to stage tonight to challenge the ordinance may be overshadowed by the general flouting of the rules.
Police, however, say they don't plan to arrest the Uhuru protesters, who are passing out fliers, because their demonstration does not violate the ordinance since they are not selling anything.
