Should St. Petersburg City Council toughen panhandling rules?

A crowd of Muscular Dystrophy Association supporters is expected to pack City Hall tonight to oppose a proposal to ban pedestrians from soliciting money from motorists.

Prompted by neighborhood complaints about the growing ranks of homeless panhandlers, the City Council is poised to approve a law that will make it illegal to solicit money from motorists while standing on the sidewalk or the side of the road. It doesn't distinguish between panhandlers and those collecting money for causes, such as muscular dystrophy, as firefighters do every year, or those selling newspapers.
