On the judge who axed the tax amendment
The circuit judge who ruled Monday that the Legislature's proposed super-homestead exemption was misleading, knocking it off the ballot, is likely to come under attack by Capitol partisans.
Here's a little background on Circuit Judge Charles A. Francis: He's a Republican who was appointed to the newly-created judgeship by Gov. Jeb Bush on Dec. 2, 1999. The Tallahassee Democrat article on Francis' appointment noted that he was the only Republican among six finalists for the vacancy in the Second Judicial Circuit serving Leon and surrounding counties.
Francis, 59, is a St. Petersburg native who came to Tallahassee to attend FSU in 1966, went on to get his law degree at FSU and never left.
