Sansom's bleak budget memo

Rep. Ray Sansom, chairman of the House Policy and Budget Council, has sent out this memo
as lawmakers gear up for a difficult budget year.

Sansom calls for four guiding principles: (1) reduce recurring general revenue by $2-billion; (2) avoid using non-recurring money for recurring purposes; (3) avoid additional bonding to fund initiatives; (4) explore "new and innovative ways to stimulate Florida's economy."
