Will Crist buy into a cap-and-trade program?

Smokestacks Gov. Charlie Crist's Climate Action Team begins holding its final meetings in Tallahassee today, and on the agenda is a recommendation that Florida impose a carbon cap-and-trade program -- either on just power plants like New York and other Northern states, or on power plants, cars, trucks and other sources of greenhouse gases, like California and other Western states.
