Capitol Buzz: Things to watch today in Tallahassee



With budget negotiations underway, Florida lawmakers return to the Capitol this week ready to head into the final two weeks of their legislative session poised to finish on time. Here are three things to watch on Monday:

* A proposal to earmark Amendment One funds for Everglades restoration projects, known as Legacy Florida, will get a hearing in the Senate General Government Appropriations Subcommittee. The bill, (SB 1168), is a top priority of Sen. Joe Negron, R-Stuart, the Senate's incoming Senate president.

* In the wake of an appellate court ruling Friday reviving the 24-hour waiting period for abortions in Florida, the Senate Fiscal Policy Committee is scheduled to consider a controversial measure to impose strict new regulations on abortion clinics. The measure, (SB 1722), is sponsored by Sen. Kelli Stargel, R-Lakeland.

* After senators loaded up a proposal to expand the number of illnesses eligible for medical marijuana with amendments last week, Senate leaders ordered the bill back into committee for another review. SB 460 by Sen. Rob Bradley, R-Fleming Island, will come before the Senate Rules Committee as lawmakers sort through the proposed changes.
