A new report by the Military Voter Protection Project and AMVETS Legal Clinic at Chapman University underscores the need to improve the system for military voters who frequently move or are serving overseas. The Florida numbers are dramatic:Florida—the state with the highest percentage of absentee ballot requests so far—has received absentee ballot requests from 16% percent of military voters eligible to vote in that state.

"Florida—the state with the highest percentage of absentee ballot requests so far—has received absentee ballot requests from 16% percent of military voters eligible to vote in that state," the report notes.

What's more, the number of military ballot requests has plunged nearly 50,000 from 2008. That year 86,926 requested ballots while so far only 37,953 military voters have requested them this year.
