Dec. 19: House Speaker Marco Rubio stumps in St. Petersburg for a citizen petition to cap property taxes on all property at 1.35 percent of taxable value. The appearance came as Gov. Crist ramped up efforts to sell a different plan -- one Rubio and the Legislature approved in October -- that appears on the Jan. 29 ballot. Rubio said he supported that plan but also called it weak.
