"Hidden agenda" behind block of Swiftmud boss?

Somebody in Tallahassee doesn’t like Dave Moore. This week, the Senate Ethics and Elections Committee confirmed the appointment of the executive directors of four of the state’s five water management districts. But the fifth one -- Dave Moore of the Southwest Florida Water Management District -- didn’t even make it on the agenda.

The committee’s chairman, Sen. Lee Constantine, R-Altamonte Springs, said Moore’s confirmation was being held up at the request of another senator, but he didn’t know who.

“It was a request of the fourth floor -- the senate president’s office,” Constantine said. “They said a senator had requested it.”

Moore, facing the possible loss of the job he has held for five years, did not respond to a request for comment Friday. But water district board member Neil Combee said it appeared to be a signal of someone’s displeasure with Moore.

“Sometimes messages are sent, and sometimes they’re subtle or not so subtle,” the longtime Polk County political activist said. Another board member, former Manatee County commissioner Pat Glass, blamed “a hidden agenda” involving the deal Tampa is trying to cut with phosphate giant Mosaic to sell it the city’s reclaimed water.

Moore had already been confirmed by another Senate committee the week before. The Senate Environmental Preservation and Conservation Committee voted for him 5-0 on April 17
