Islands of gift-ban adventure
We've all seen this movie before, but somehow it never gets boring.
Universal Studios, which lobbies the Legislature, is offering discount tickets to state employees for admission to its Orlando theme park. The Office of Legislative Services in Tallahassee wanted to post this flyer on its HR website to alert state employees. That is, until Steve Kahn, counsel to the Senate, issued an opinion that it would violate the Legislature's gift-ban law to offer discounted tickets to legislators or legislative employees.
Then a House staffer asked the question: What if the discount was a state-approved perquisite? The answer: It's not, according to the Department of Management Services. The offer wasn't posted on a state website.
