New Miami-Dade Mayor Carlos Gimenez faces heavy agenda

Miami Herald: Carlos Gimenez, who won a fierce race for Miami-Dade County mayor Tuesday, won’t get much time to relish his hard-fought victory.

By July 15, the new mayor — who fills the vacancy opened by the historic recall of Carlos Alvarez in March — must, under state law, present the county commission with a proposed budget, bridging a yawning $239 million budget shortfall.

Gimenez will have to delve into testy negotiations with 10 contentious county labor unions whose contracts end Sept. 30, including the police and water-and-sewer workers. To fill the funding gap for the sprawling county government, which does everything from running the airport and seaport to providing police and fire protection to collecting trash, substantial concessions appear inevitable from powerful labor groups that are used to cushier treatment.
