Gov. Rick Scott's decision to release a two-year budget plan for 2011-2012 and 2012-2013 fulfills a campaign promise as part of his plan to reinvent state government, PolitiFact Florida finds. But the impact of the two-year budget is unclear. On Monday, Scott wouldn't say whether he would require the Legislature to pass a two-year budget, and we haven't heard either House Speaker Dean Cannon or Senate President Mike Haridopolos mention it as a priority.
