Winner of the week: Kurt Browning. The highly regarded elections chief is back on the job as secretary of state, this time under Gov. Rick Scott. He took off enough time that under Florida's "double dipper" loophole, he can collect a state pension while still getting a regular paycheck from taxpayers.

Losers of the week: Adam Putnam, Pam Bondi, and Jeff Atwater. The Florida Cabinet members better get used to flying commercial or driving long distances, now that Scott is selling the two state planes. The next governor who isn't a multimillionaire with his own plane may be out of luck, too.
