Zapata decries speaker's 'undemocratic' budget moves

Miami Republican Rep. Juan Zapata just sent out an email to his colleagues all but daring House Speaker Larry Cretul to fire him as chair of the House Human Services Appropriations Committee. The reason: Cretul secretly over-ruled the committee's decisions to cut some member projects in favor of other spending items.

No sunshine here. Zapata didn't even get a call from the Fourth Floor.

It's an interesting move for Cretul who repeatedly has stressed that he leaves decisions up to his committee and council chairs. Except when he doesn't, say, when the GEO Group wants to privatize the Northeast Florida State Hospital. Zapata's committee struck the privatization plan out. Cretul put it back in.

Here's the email exchange Zapata sent to a budget staffer:

Hi Stephanie,

Tell the "people" who reversed the changes our committee agreed to that I will not be presenting the budget in its current form.

I will not be supportive of the changes imposed upon me and resent the lack of respect towards the tough decisions our committee made. At the very least I should have gotten a call from the 4th floor.

I don't operate this way and if it is the will of others to micromanage then maybe they don't need me as Chair. This to me is highly undemocratic and contrary to the oath I took.

I want to thank you for your professionalism and dedicated work. I apologize to you and the rest of the committee staff for any inconvenience my actions may have.

Subject: HS Approps Budget


Stephanie called you last night to let you know that the Speaker wouldn't allow you to cut certain member projects including UF Dental Clinic, the South Florida AIDS Network-Jackson Memorial (Dade) and the additional 200,000 for the La Liga. The money for Kinship is was also not included.  The private hospital was also taken out. Stephanie is going to send me the revised spreadsheet with the new changes.
