Does Rubio want to become the next billion dollar presidential candidate?

A fundraising letter from Sen. Marco Rubio hitting homes nationwide this week ends on a dramatic note: "President Obama raised $1 billion to win. Any help you can give will be most appreciated."

The four-page letter (click here for a pdf) is yet another strong signal Rubio is laying tracks for an expected 2016 presidential bid. He begins with a lesson in demographics, recounting how Republicans were crushed by African-American, Hispanic and young voters.

"No matter how you cut it, the GOP starts off the next election as a serious underdog with some of the fastest-growing portions of the electorate," Rubio writes. "To promote our vision for America and win back swing voters, I've recently formed the 'Rubio Victory Committee as my fundraising arm for the next four years."

Rubio reminds his audience he is the son of hard-working immigrants who didn't come to the U.S. from Cuba "to become dependent on big government." He talks about the American Dream and portrays himself as solid investment for political donors. "After marrying my wife Jeanette, I ran for local office and won ... For the state house and won ... For Speaker of the Florida House and won. In 2010, I defied the odds and ran for U.S. Senate against a sitting governor, and won."

Then Rubio turns on the rhetorical gas, lashing out at Obamacare, taxes and other perceived attacks on free enterprise.

"President Obama, Harry Reid and the liberals in Congress are not doing us any favors by trying to make America more like Europe," Rubio writes. "It's time we reclaim America before it's too late. Won't you please help me in accomplishing this critical task? ...  I know asking for $2,500, $1,000 or $500 is a lot but President Obama raised and spent $1 billion to win reelection and win these voters over to his side."

Rubio Victory Committee was formed in January and allows Rubio to hold an event both for his Reclaim America PAC and his U.S. Senate campaign. There's nothing stopping him from rolling the Senate campaign into another federal race.
