People are making speeches inside the Forum. John Woodrow Cox is one of the Tampa Bay Times' reporters outside. Protesters, surrounded by cops, are chanting: "Tonight, we're gonna f--- s--- up." It hasn't happened yet. Some reasons. Perhaps another: "We are a leaderless resistance!"
