Outsourcing is so 1999

So why are game companies -- who have been complaining about rising development costs during roughly the same period that outsourcing has exploded -- just now seeing how cost-effective outsourcing is?

Or if outsourcing video game development has been growing -- it's a $1 billion market this year -- why haven't I seen more articles about it? Why aren't developers talking about it? Do they not want the PR headaches? Or could it be that the development costs haven't really been as bad as advertised (otherwise wouldn't we have seen a lot more outsourcing a whole lot sooner)?
