On TV tonight

Black in America, 8 p.m., CNN The first in this two-part follow-up to last year's documentary has Soledad O'Brien in South Africa to examine poverty.

Over a Barrel: The Truth About Oil, 10 p.m., ABC Charles Gibson looks at the secrets of the oil business. It will be especially amazing when he reveals oil companies have been sitting on an electric car that gets 4,000 miles per charge since the 1950s. What, you thought the health care industry was the only one messing with you?

The Philanthropist, 10 p.m., NBC Teddy tells his ex-wife about his business in Kosovo, probably in the hopes that she'll move there.

SEASON PREMIERE Toddlers & Tiaras, 10 p.m., TLC Somehow, watching 4-year-olds compete in beauty pageants is depressing enough without having to watch their insane parents foist it upon them. You all disagree, apparently.
