Sex offender charged with molesting girl

A sex offender has been arrested on charges he molested a 7-year-old girl earlier this year, the Pasco County Sheriff's Office reported. Between January and April, authorities say, Joseph Charles Frates Sr., 58, exposed himself to the girl, touched her inappropriately and forced the girl to touch him. Authorities would not say how the girl, whose identity is being withheld, knew Frates or where the incidents occurred. Frates, of 7140 Oakshire Drive, became a registered sex offender after a 2001 conviction for an assault against a child in Pennsylvania. He was arrested on the latest charges Thursday in Texas. He now faces charges of capital sexual battery, lewd and lascivious molestation and lewd and lascivious exhibition, and is being held in lieu of $275,000 bail at the Land O'Lakes jail.
