David Pizzo is taking over West Florida operations for BlueCross BlueShield of Florida at a good time. The Jacksonville-based insurer has just received top marks for the second year in a row from J.D. Power and Associates for member satisfaction. Pizzo, 48, previously a vice president in the Jacksonville insurer's advertising department, will be responsible for business in the Tampa Bay area. He joined the company in 1997 and succeeds Sidney W. Morgan, who will run competitor Humana's Central Florida commercial operations starting in mid June. Both men have a big job: The J.D. Power survey released this week showed that more than half of the people quizzed said they did not fully understand their health insurance coverage.
