Charges dropped against Pasco teacher accused of molesting ex-student

DADE CITY — Charges have been dropped against a Pasco County teacher who was accused of sexually molesting one of his former students.

Philip Young, 55, was arrested in July and charged with sexual battery on a mentally ill victim. Prosecutors dropped the charge on Nov. 22, according to court records.

Young was accused of having oral sex with the former male student, who was 18 and mentally disabled, according to a Dade City Police report. Young told police the hot tub encounter was consensual.

Records state Young works at James Irvin Education Center and has been employed by Pasco schools since 2000. He previously taught at Lacoochee Elementary School.

School district spokeswoman Summer Romagnoli said Young remains on leave while district officials conduct their own investigation to determine whether professional ethics had been violated.

Afterward, a recommendation will be made to the School Board regarding his future employment.
