Convicted Hillsborough sex offender returns to prison after a year on bail

TAMPA — Richard Martin Chotiner was convicted of molesting a mentally disabled man and sentenced last year, but was allowed out on bail while an appeals court considered his case.

In court on Monday, he was handcuffed once more. After the 2nd District Court of Appeals affirmed the conviction, Hillsborough Circuit Court Judge Chet A. Tharpe ordered that he be taken into custody to continue to serve his 15-year prison term.

Chotiner, 49, performed two lewd and lascivious acts on a 23-year-old man who functioned at the mental level of a 10-year-old boy.
