Memo to Pasco principals was miscommunication

LAND O'LAKES — For the second time in just over a year, the Pasco school district's administration division has landed in hot water after issuing a controversial memo without the superintendent's authorization.

Last year, assistant superintendent Renalia DuBose sent out a missive in superintendent Heather Fiorentino's name telling employees they must remain on-call during summer months, when they don't work, in the event of emergencies. The workers filed an unfair labor complaint, and a state hearing officer sided with the union.

This time, new communications director Maureen Moore, who reports to DuBose, wrote to principals and assistant principals on July 2, telling them that they could not speak to news reporters without written permission from the communications office. Some School Board members and veteran principals quickly questioned the need for such a procedure.

Fiorentino, who was out of town at the time the memo was issued, quickly rebuked the message Monday morning, saying it "won't work" and was not her intent at all.

What's more, the memo violated School Board policy, which gives responsibility for dealing with the media on school-related matters to each school principal.

"I had had a conversation with Renalia about directors," Fiorentino said, referring to her desire to have a more unified message coming out of district-level departments. "I didn't realize she was sending it to principals. … This will definitely be clarified before the end of the day."

Principals had a new, more flexible rule from the superintendent — not the director of communications — in their e-mail in baskets before 4 p.m. Monday. The restated procedures make clear that principals can use their discretion to decide whether they want to talk to reporters.

That's as it should be, board members said.

"We should always be open and completely honest with the press," board member Marge Whaley said. "Doing this kind of thing tends to become reality, and people perceive that you have something you want to censor or whitewash. I wouldn't want to block anyone from talking to the press."

She particularly didn't like the idea that someone might be reported as unavailable for comment — something she considered "always a negative" — simply because that person could not get permission to speak from the district office. "We have nothing to hide."

Board members Kathryn Starkey and Allen Altman also had concerns about the initial memo, saying they planned to ask questions about its necessity and its feasibility. That was before Fiorentino tossed it out.

Fiorentino said she also had "fixed" the situation that led to the memo being sent out in her name without her approval.

"Memos from me or about me on my direction will be seen by me prior to going out," she said.

Asked for more details, Fiorentino said, "I don't like when buses drive over me. I won't drive one over someone else. It's been handled."

Joanne, I'm not Ms. Philips. As to HF, if you read my posts, I defend her when she's right and criticize her when she's wrong. If there's a disparity in the number of posts of each sort ... draw your own conclusions.

Let us all remember one important thing, it is an ELECTION year. Vote for change! As for the bus thing, she has tossed the students, teachers,and administrators under the bus since she was ELECTED. VOTE PEOPLE, VOTE!

Can you guys realize that maybe infact the CD did make a mistake and it was not Heather? We all make mistakes at times so is your life that pathetic that you have to jump to conclusions? It was no big deal, it is solved and move on.

This was another case of HF playing dictator, and when she realized the magnitude of what she had done (again), she blamed someone else. Moore and DuBose will never tell who is really at fault because their jobs are on the line!

Candice, do you really think that the CD can tell us "what REALLY happened"? Not if she wants to keep her $76K job, she can't. I loved HF's bus comment, trying to keep touch with the common man. But the expression is "throwing someone UNDER the bus."

Thanks to those of you with an open mind who realize what you read is usually only HALF the story. I would bet the CD was simply doing her job. We all know what you read is only part of the REAL STORY. Why not ask Ms. Moore what REALLY happene??

peno, Heather is strong and speaks for herself. With that in mind, why would anything of this magnitude go out without her approval? I know even strong HF can make a mistake.

Is it out of the realm of possibility that she's just making an underling take the fall? I'm sure a teacher can't write a letter to the parents of a school without the principal's approval.

Bud is right. Nothing goes out with her name on it without her approval. Either the Communications Director is incompetent (hiring approved by HF) or HF tried to become more authoritarian and got caught, and the C.D. took the fall.

Sounds like this communications director use to work for Mr. McCain as well! Or was it for Mr.Nixon? Remember when on of his aids said, "I'm in charge." Too manay subordinates are on a power trip. Good help is hard to find these days!!!

I know when I say something that is incorrect I have a consequence, hmm what is her consequence? A time out in Heather's office? Maybe share some of that $76,000 salary. And just think these people get paid a lot and still screw up.

Does this mean teachers can't initiate a conversation with a reporter? Can't invite reporters to a class or school function? What are the rules in other districts?

Jeffrey, this is not news. Do you report these types of things at other co or agencies? This woman made a mistake, they fixed it - no big deal. Bob, HF does not need to go b/c a woman below her made an error. Obviously, you never were in admin.

Shame on this woman for sending memos out with another person's name on it (without her permission). Bob, how would you feel if that was done to you? HF's handeling of it was correct, & shows her admin skills. Your comments don't make sense at all.

Just another case of too many chiefs and not enough Indians in the Pasco County School System. A total lack of institutional control on the part of the Superintendent! She must go in November! So must the rest of them!
