Agency sets water boundaries

How is it determined where the Atlantic Ocean ends and the Caribbean begins, and other boundaries between bodies of water?

There is an organization in the Principality of Monaco, the International Hydrographic Organization, which is responsible for making such determinations. There are 66 such delineations of the world's waters, most defined by latitude and longitude positions.

For example, the Caribbean Sea is defined as the area bordered by Central America on the west and South America on the south. Its northern border, which separates it from the Gulf of Mexico, is an imaginary line generally from the Yucatan Peninsula, through Cuba and Hispaniola to Puerto Rico, so that all the waters between the Dry Tortugas and the U.S. mainland are considered to be in the Gulf of Mexico. The eastern border is a circular line from the tip of Puerto Rico to South America that flares to the east to encompass the islands.

The Atlantic is broken into North Atlantic and South Atlantic. That division is at the equator.

The written definitions for all 66 bodies of water can be found at this Web site: www.iho.shom.fr/publicat/free/files/S23_1953.pdf. A map with the boundaries can be seen at this Web site: media-2.web.britannica.com/eb-media/63/3163-004-D6A37DC7.gif.

No ticket for going speed limit

If "Slower Traffic Keep Right" signs are posted on a multilane highway, can I be ticketed if I am going the posted speed limit? If I get in the slower lane, I usually end up behind someone doing 50 mph and can't get back in the faster lane.

The "Slower Traffic Keep Right" signs are used to encourage those who are driving slower than others to move to the right (slower lane) so they won't cause an accident.

So if the speed limit is 60 and someone is driving 50, he or she should be driving in the right-hand lane.

If you find yourself in the left lane and going the speed limit, you won't be ticketed as long as you're not doing something else that would warrant a ticket — such as weaving, tailgating, etc.

'CSI' actor leaves on good terms

Adam Rodriguez has been on CSI: Miami since the beginning. Why is he leaving?

Rodriguez, who plays detective Eric Delko, and the show could not reach agreement on a new contract, Entertainment Weekly reported. But the disagreement was far from rancorous; instead of just leaving him to die after the show's season-ending cliffhanger last spring, a deal was worked out for him to appear in part of the current season on the way out the door. And Rodriguez has found other work, including roles on Ugly Betty and in the big-screen Tyler Perry's I Can Do Bad All By Myself.
