TAMPA — The former head of a statewide adoption agency has been arrested, accused of defrauding dozens of adoptive parents out of almost $200,000 in bogus medical and living expenses for birth mothers.
Debra W. West, 46, was charged with grand theft Thursday and booked into the Pasco County Jail without bail, the Florida Department of Law Enforcement said Friday.
The FDLE says West, the director of Adoptions by Choice, or ABC, from 1992 to 2005, overcharged parents for unnecessary living and medical expenses, including those for several birth mothers who were covered by Medicaid.
Investigators believe the fraud began in 2000 and totaled $188,008, of which $58,235 was for medical expenses covered by Medicaid.
The victims came from all across Central Florida — in Hillsborough, Pinellas, Pasco, Citrus, Sarasota, Marion, Brevard and Alachua counties, the FDLE said.
ABC started in 1990 and quickly became the Tampa Bay area's busiest adoption agency, with more than 100 adoptions a year. It touted itself as a not-for-profit Christian agency.
Workers said West frequently asked them to turn to prayer when things went wrong. In the mid 1990s, one adoption went badly wrong.
A young Pinellas woman handed over her infant to ABC, which placed him with an Alabama couple without notifying the biological father, who lived in Palm Harbor.
The father, who wanted to raise the baby, filed a paternity action in Pinellas County to find out what had happened to the boy. West and ABC's lawyer knew about the Pinellas suit, but pushed the adoption through in Tampa anyway without telling Hillsborough authorities.
By the time Florida courts sorted it out and gave the father custody, "Baby Sam" was almost 2. The adoptive parents then fought through Alabama courts. Baby Sam was 5 before the two sides settled on an arrangement that gave the biological father visitation rights.
State authorities documented 11 cases in which adoptions went awry and ABC took back babies after placing them.
Also, Thursday's arrest is not the first time ABC's finances have come to the attention of law enforcement.
The Hillsborough County Sheriff's Office investigated ABC in the mid 1990s after former ABC workers complained that adoptive parents were often charged for bogus birth mother expenses. In one case, a Pinellas judge threw out $30,000 in supposed medical expenses when ABC could not provide documentation.
One former worker told authorities that she discovered several copies of "checks" to mothers in her files that couldn't match up with bills because they were written out of sequence.
The investigation was dropped because the adoptive parents, who were the alleged victims, refused to cooperate.

And L--I am very happy you had a pleasant experience with ABC, however it with the exception of Debbie's age-the rest of the article is accurate and sadly underestimated. How do I know? I worked for her. It took authorities 15 years to get her.

Helen--the thing is the money did NOT go to the birthmothers but to Debbie West. And 200,000 is just the money she stole from medicaid,it says nothing to the thousands of dollars she fraudulently stole from adoptive families.

My husband and I adopted a baby from ABC in 1993 and had the most professional, ethical and loving experience. Our child is healthy and is solid in his identity and relationship through correspondence with his birth mother.We need more accurate info!

How sad to take advantage of people any time but especially when they are so vulnerable. We were personally affected by this woman so I'm glad to see justice has finally come to her.

Helen is very mistaken if she really believes only rich people try to adopt. When all you want is to have a child and the only way is through adoption - you do anything you can to come up with the money. Shame on you for judging.

Good Riddance to yet another unethical adoption agency. Shame on the Adoptive parents for not pressing charges, you got your child under suspicious circumstances and won't be held accountable until your child asks one day "who am I"

Why was this agency and its management allowed to continue after so much fraud and mismanagement? For many of these agencies, babies are mere commodities and it is all about the profit that can be made.

It is not uncommon for adoption brokers to encourage pregnant Mothers to fly out to Florida where it is known for lax laws where Mothers are encouraged to hide from anyone who could interfer. Adoption is an over 2 billion dollar industry.

In my opinion Debra West is a fraud who is responsible for much heartache. Hopefully, her greedy butt will land in jail, she needs to suffer, playing God. Hopefully, she gets a crooked lawyer that rips her off with crappy consultation.

I have adopped 4 children through ABC and I was VERY happy with the out come . 1st off Deb is 54 and your facts are FALSE!!! I dont care how much money went to birthmoms . they are placing there child they should get what EVER they want from the rich

Once again, come one, come all...to Florida and steal, steal, steal! I hope this woman is subject to some law we have that provides for jail time. These types do hard time since they no longer have the benefits bought by theft.

Where there is a lot of money controlled by one person there is a good chance of fraud...churches, private social agencies, PTA's, club funds, guardianships,etc. Always demand a CPA report each year. Always.

I tried to adopt through ABC in 96/97 and knew something wasn't right. They were very high pressure. I followed my gut out the door to a better agency. I'm glad to see justice served.
