Meek but sleek, Elvira is a shiny, year-old ebony female that arrived as a stray and waits patiently to be discovered. Adult felines like Elvira are affordable ($20) and leave fully spayed or neutered, vaccinated, microchipped and licensed from Hillsborough County Animal Services at 440 Falkenburg Road, Tampa. The shelter is now open seven days a week, and on Monday it offers a Pets for Vets military special. Bring the kids to draw animal greeting cards for soldiers, and get a goodie bag.     TAMPA — More than 20 people spoke in favor of a proposed ordinance that would require dog trainers and dog day cares to be licensed during a Hillsborough County Commission's meeting Wednesday.
