Everyone talks about Tampa Bay needing to define itself more as a region, but it won't happen until a pair of similar entities actually merge and show the rest of the area it can work.
The transit authorities, the tourism bureaus and the metropolitan planning organizations on each side of the bay are ideal candidates to lead a true regional approach, if they can cut through the politics, concede a degree of power and put the interests of the people above self-interests.
