Florida had to rip up its $450-million plan to rebuild the Howard Frankland Bridge in October after furious local officials realized the state wanted to take a lane away for drivers who didn't pay. We reviewed a dozen briefings to unravel the confusion — then built a Lego model of the bridge to show what went wrong.
