When the County Commission denied Wal-Mart's plans to build a supercenter off Barclay Avenue in May 2007, it was the fall of a Goliath.
Considering the open-armed, even gleeful, welcoming of previous Wal-Marts to Hernando County, such a stunning turnabout was hard to figure. You couldn't help but wonder how the politics in the county had changed so quickly and drastically.
Wal-Mart fatigue no doubt played a part.
By last year, the retailer operated three supercenters in the county and a Sam's Club wholesale outlet. More seemed likely as the company pursued a relentless (since abandoned) expansion policy called saturation marketing.
Also, the site on Barclay, though zoned for retail use, was less than ideal — too close to schools and subdivisions such as Pristine Place, the residents of which crammed the commission chambers on the day of the vote.
What else? Well, as I watched that meeting, it struck me that the company had no power base in Hernando County.
Its lawyers were from Tampa. Not a single member of the local business community spoke in favor of the store. The commissioner who may be most closely allied with that community, David Russell, took the unusual step of saying he planned to vote against the store even before the meeting.
So, will that change if Billy Healis, one of three Republicans running for the District 5 seat, is elected to the County Commission?
Besides being a training manager at the Wal-Mart Distribution Center in Ridge Manor, he has the backing of business heavyweights including Diane Waldron, owner of Killingsworth (insurance) Agency, and Brooksville real estate agent Robert Buckner.
I can see why they like Healis, a 1992 Hernando High graduate whose wife, Danielle, is a longtime Killingsworth employee.
The couple have two children, and Healis is involved in several community organizations. He comes off as devoted to his family, a friendly and earnest go-getter.
Never, he said, would he put the interests of Wal-Mart ahead of the county. "If I have to leave Wal-Mart, I'll leave Wal-Mart.''
I checked with the retailer's full-time opponents, the Wal-Mart Alliance for Reform Now, to find out if the company has a history of planting employees on city councils or county commissions.
It does not.
So, I don't think his candidacy is part of a grand plan to advance the retailer's interests. But I do think this could be one of the consequences.
Though state law would probably forbid Healis from votes directly benefiting Wal-Mart, such as a rezoning for a new store, he would almost certainly be allowed to decide on broader policies affecting the retailer, such as the recently passed "big box'' ordinance, County Attorney Garth Coller said.
Also, I'm not sure Healis realizes the power of a county commissioner with ties to the county's biggest private employer and how many residents will be eager to win his favor.
Me? I think about what might happen next time Wal-Mart asks the commission for approval to build a new store.
I wonder how many Healis supporters will show up, how many minds they will be able to change and whether they will be able to resurrect a political giant.

There are a lot of specific names of good people being defamed here in a very ignorant manner. Most of you have never met the people you are slamming. And most of them aren't nearly as connected as you think they are. Really silly comments on here.

Comment "by Voter" says it all for me. It worries me to know Mr. Healis is backed by Schraut, Buckner, Bronson, Woodruff, Pugh, & Walmart. There has to be something in it for them or they wouldn't back Mr. Healis. Thanks for the information.

I think that the comments that mention names of long time brooksville families mean nothing. If anyone running for a seat would call upon people they know for support. These few are not the backbone of his campaign.Many others,good people are helping

I think we are not looking at the hard issues. We are looking at others like Schraut and Wal-Mart. Listen to the candidates talk about the issues and then make your choice. If you have you would clearly see that Billy wants better for this county.

I think many people are viewing this as a Wal-Mart or schraut race and these two have no impact on how Billy is as a person or how he will serve in this seat.If you do not know him as a person go to a meet&greet and get to just as I did. He is real.

Give me a break...Wal-Mart, the largest corporation in the world, needs Billy Healis as a plant in Brooksville, FL. Get a grip on reality. And why is Schraut being mentioned so often? According to public records Schraut has not given Healis one dime!

First of all the board of realtors has endorsed Chris Kingsley, not Healis. Second, Atkins was the first to go the the "good ole boys" for support and was turned down by each and every one of them. So now that Healis has them it's a bad thing?

Mr Healis does "alot" for the community. He is so proud of handing out broken bags of dog food. That experience would make for a fine commissioner. I think not. Walmart also pays for all his civic activities. What a deal, still a no vote.

Healis stated, his resume is simple, Graduated from high school. Got job at Walmart. Why does Schraut protect his boy so much? Lived here for years and this is the first time I have see so much activity. A "No vote for Billy". Something smells bad.

Crazy, Wal-Mart is a company that does not need any help. One county seat in a little community is not going to make or break Wal-Mart come on people. Healis does alot for many and we need to see that. Names of others mentioned does not define Billy.

Healis is known in the area and is known for his great ethical choices. He is not going to mix the two,Wal-Mart and county seat.He is smarter then that. He adds alot to the community and we will be lucky to have him.

It's very unfortunate that honorable names of citizens in this county are mixed in with that of Schraut. Billy Healis is from my experiences with him kind, giving and always willing to step up to the plate. He should be commended for willing to serve.

Knowing Billy the way that I do I know that he has always made choices based on truth and facts. He would not make choices that helped Wal-Mart b/c of his seat on the county commission. He is not that way. He will make a great county commissioner.

Good information to think about before the election. For one, I'm not voting for Healis because of the backing of the Hernando County Board of Realtors and Walmart. Like to shop at Walmart but don't want Walmart to control a commission seat.

Walmart is an efficient, world class company. Hernando County would be lucky to have a commissioner with real world business experience like Healis, as opposed the typical tax and spend socialists like Rowden who CD (Comrade Dewitt) champions.

Billy Healis has lived in Hernando most of his life and knows the County's strengths and limitations. He's a great guy who would make a great commissioner.

Gary Schraut, chair of the Realtors Political Action Committee, did severely injure the reputation and image of the Hernando County Board of Realtors by his disgraceful and screaming rant for nearly 20 minutes on WWJB talk radio this past Friday August 1 on the Bob Haa show. He came across as highly offensive, belligerent and bullying to the listening audience. Mr. Schraut acted as though he was threatened and in reaction became threatening. He talked about "dirty minds," “this is a small county and (the offenders) one should be careful as to what they say” and there was no "quid pro quo."

At a candidate forum Healis stated that he was beins tutored on government. Now I see who his teacher is. This county must wake up before it is too late. Aug 26 is comming soon. Don't waste a vote on walmart/schraut/healis connection.

Unfortunately for comrade Dewitt, Walmart is popular with most county residents because it offers products at low prices (despite a few vocal opponents) and it employs many people. The majority of people enjoy the savings walmart delivers.

I drove around this county and every time I see a Coldwell Gary Schraut sign also is a Billy Walmart Political sign. Guess who Gary is supporting. Check on the Rotary/Brooksville Country Club Connection.

I just hope when the time comes you also take Kingsley to task for his sense of entitlement; using taxpayer dollars to fund his MBA. It was illegal, selfish and irresponsible...the opposite of "public service".

Keep going w/your investigation about who's backing this boy. Drive around see who's signs are in front of who's businesses and properties. You'll be amazed about the connections. I Like Dewitt! Another great article.
