I appreciate you resending this information to me although I already had what you sent.. I do not believe this was the info I was looking for when I request the information on Thursday last week. As I stated last week in my email this is incredibly timely information and the other two cities wanted to know our opinions as they have finished work shopping it last week. The piece I asked for was a direct request from the clerks office to postpone the March elections until November this also included the savings that would apply to the county shared expenses a savings to our taxpayers as well.
I was under the impression from Mayor Peters and Mayor Steingold that this was a request delivered at your last clerk meeting or a meeting more recent than the June meeting. if I am in error I will let both know. I have on my own received the necessary legal documentation that would allow council to make this type of change with out a charter change.
I have on multiple occasion discussed with you that I did not want to have information I send to constituents, others, and you.. When I wish to make a presentation or comment under new business I do not want that information shared with all. I do not expect that I should have this conversation a fourth time. Unless DIRECTED please do not share request, emails or other information with anyone that does not directly request that and if they do please advise me .
I do not appreciate you sending it to all council stating it was your idea to resurrect it The purpose of this information request was to present this on Wednesday Night by me under new business. I did not request that they receive a copy of the information. I have stated in the past that unless it was specifically asked for I would not like my emails comments shared unless they are specifically asked for.
Please extend my apologize to council that this was sent to all prior to me bringing it up under new business which I still plan to do. This was not my intention when I requested it sent to me . I will share this information with council on this evening at our council meeting. I also am aware that not all council do not review their email regularly and ask that a copy of all information be prepared to deliver to them on Wednesday evening. My original intent in the request was so that I may have time to review the information before I spoke of it under new business and made a request to consider I hope that this transmittion does not spoil my presentation. I. also ask that you to please request Council to not discuss this request and that they do not respond to your email.
Again please send my apologys that this information was delivered to all rather than to me as I requested.

Mr Edmunds,
Frank as you may gather from the formality and somber tone of the addressee,
This is not my usual request. This is an extraordinarily sad moment in our Council history. I am unaware of another time in our City's History when any City Clerk accosted, challenged or decided for what ever reason on their own what information, what tasks, or when confidentiality requests assigned by a Councilor should be completed or disregarded.
I was offended by the attack on me and my request that I made to our City Clerk, by our City Clerk and her false accusation as to me accusing her of a Sunshine violation.
I reviewed the City Council meeting at which time our City Clerk made a statement to the effect that I accused her of committing a Sunshine violation on the second page.
You will find no mention of the word Sunshine if you review the document that is public record and I have asked to be place in her permanent file. There is some scrambling of word locations per a laptop malfunction in the email. There is no mention of accusing her of a Sunshine violation, the second page she referred to was merely asking her to ask the Council not to respond to my request and or her email.
I also requested that all of the documents she had sent in her first email be delivered to
Council at the meeting as some do not read their email and she had already sent them out at that time For whatever reason she choose to disregard a task again .
I requested that NO communications from me where to be shared with Council unless they were requested. It was at the top of the communication in the re: line and I devoted an entire paragraph to it. I included in same email the following, this is my third request to not share my communications with others, I trust I will not have to make a fourth request. I was wrong; our Clerk instead of taking a request for confidentiality directly from a Councilor chose to directly violate the request by distributing that very email to all on our Council during our last meeting.
After realizing what the email contained I believe all Councilors showed me the respect I am due by passing all copies directly to me. I will request from the Mayor that if the City Clerk can not show me the respect due an Elected Official and a repeat of this incident occurs she be removed from the Chamber. I will not go through that type of public challenge or embarrassment again.
I feel at this point I can no longer act upon information provided by the City Clerk as valid because of her false accusation about me during our last Council meeting stating I accused her of a Sunshine violation in my email. There is no mention of Sunshine in said email.
I no longer feel confident that my requests and tasks that I may under our Charter assign to our Clerk will be accomplished in a timely manner and/or per my instructions.
I fear our City Clerk does not understand the meaning of confidentiality requests. This causes me to formally request that you inform her that all emails and mail to me, to the Council in general, to the Mayor and the designated Councilor I was appointed to fill the term of Councilor Harstein, be forwarded to you and delivered to me through you. I will make all requests through you directly. I apologize to you for any additional reporting responsibility that this cause. I make this request per Article V Section 5.04 j. of our City Charter. I will ask that if I need a reservation made or other Administrative Assistant duties that I may ask you to delegate your assistant to assist me.
When our Clerk next reports to you, please inform her I request a formal apology at our next Published, Televised Council Gathering and I wish it be included on the Agenda and posted in the minutes on our Website.
